Ethics Committee

The Cal-ICMA Bylaws specify that the Ethics Committee shall be composed of no fewer than eleven (11) full members of the collaborative. In the selection of members, consideration will be given to such representation factors as agency size, geographical location, membership profile (e.g., city, county, academic, etc.) and interest and experience in matters of ethics, professional conduct and professional development. Committee members’ terms of office shall be two (2) years.

Duties and responsibilities are as follows: a) promote the concept of professional local government management and the individual member’s responsibility to maintain standards of competence and integrity; b) develop education and training resources on professional conduct and ethics.

Senior/Encore Manager Committee

The Cal-ICMA Board of Directors authorized the development of a Senior Manager/Encore Manager Initiative and created a committee of active and retired managers to guide the effort.  The purpose of the effort is three-fold:

  1. Help senior managers overcome any sense of the “doldrums” as they complete their full-time careers and experience an energetic and fulfilling last few years

  2. Assist senior managers think about, pursue and transition into their “encore” phase of meaningful and renewing experiences

  3. Maintain a connection with the profession and their peers

Talent Initiative Committee

In late 2016, Cal-ICMA announced the launch of a Talent Initiative to be undertaken by the Cal-ICMA Talent Development Team (formerly known as the Preparing the Next Generation Committee). The purpose of the Talent Initiative is to engage Chief Executives, HR Directors, and emerging leaders of cities, counties and special districts in a conversation about three questions:

  1. What are the kinds of talent challenges that confound cities, counties and special districts local governments in California?

  2. What obstacles hinder our efforts to address talent challenges?

  3. What are the best practices from public and private, culture-building strategies, and other resources so we can better attract, retain and grow talent?

Scholarships and Events Committee

The Cal-ICMA Bylaws specify that the Scholarships & Events Committee shall be composed of no fewer than ten members. In the selection of members, consideration will be given to such representation factors as agency or jurisdiction size, geographical location, and membership profile (e.g., city, county, academic, Cal-ICMA members, etc.).

Committee members’ terms of office shall be two (2) years.

Duties and responsibilities are as follows:

  1. award educational scholarships to Cal-ICMA members to encourage leadership development in the profession;

  2. develop Cal-ICMA sponsored or co-sponsored professional development and networking events;

  3. work to attract ICMA training events to California;

  4. program sessions at coordinating organizations’ events that are open to all Cal-ICMA members;

  5. develop and implement programs and projects that promote recruitment and retention of talented individuals (including mentoring).

Additionally, the Committee will publicize and coordinate the scheduling of ICMA University events in California.

The Cal-ICMA Bylaws indicate that the organization will maintain standing committees from year-to-year. Additionally, Cal-ICMA may establish and dissolve task forces, as it deems necessary. Every effort is made to appoint committee and task force chairs who are not members of the Board. Committee members’ terms begin October 1 of each year and end September 30.
